He graduated from Turkish Military Academy as a system engineer in 1994 and completed his Law education by graduating from Ankara University- Faculty of Law in 1999.

He gained his MBA degree on procurement Law from Yeditepe University in 2000.

He completed his second MBA programme on ‘Mission of Ombudsman’ at Gazi University in 2004.

He completed his post-graduate education at Çukurova University- Institute of Social Science in 2006.

After being apointed as a military judge in 2000, he performed various judicial missions such as military judge, prosecutor and legal advisor in Military Court of Cassation, Ministry of Defense and Chief of Staff -Turkish Armef Forces.

He is also a registered lawyer in Ankara Bar Association. He worked as a guest lecturer at University of National Defense- Military Academy.

He is also a certified conciliator & mediator and he has expertise on sports law and Law of War & Armed Conflict.

He has got many articles published in national and international journals.

He performed many declarations in national & international seminars as a guest speaker.

His second language is English. Mr. Isır is married with one daughter.
